Summer tops that cover shoulders?

Ok, when I was younger I always used suncream but not well enough so always caught my shoulders. I have a mole there that I need to be careful of now, and am opting to cover my shoulders.

I know I can wear T-shirt's but frankly I hate them and feel fat in them. I prefer floaty styles (cooler too) and I get hot easily. I'm a 14-16 with ample bust.

Lots of the floaty/coverage summer tops I see are frumpy. Has anyone seen any summer wear yet that isn't? I don't have a tonne of money to be honest, so most of the labels I see on here are out. I'm up for newlook type prices. I need a few of these tops so no more than £30 a top!

I used to do the vest top with a floaty jacket look but feel that is dated?

All the things I’ve found that match your brows are polyester so will be hot to wear in summer.

I’d check out tops made of natural fabrics secondhand on eBay so you get a more expensive/well made top for your budget.

I wont be looking for another month, but you have basically described my shopping list every time I go back to the UK.
Next, fat face, cotton traders, M&S, Uniqlo form the basic of my shopping. Is Mantaray gone with Debenams?
