Facial sunscreen recommendations please?

I need to get some decent sunscreen to wear, I also use moisturiser, primer and foundation. Does it go on under or over moisturiser?

I think I need one with a star rating for it to be effective? I've seen LRP recommended but it doesn't have a star rating, so is it not effective?

Biore watery essence spf50 was a recommendation I got from here and the best I’ve tried. sally Hughes has it as one of her choices here:

Frezyderm is the other one I’ve brought because of mumsnet (and became I’m a sheep!) but that seemed to leave my skin congested and gave me spots.
