Navy ankle boots with black tights?

I have some gorgeous navy blue ankle boots I'd like to wear on a night out.
Okay with black tights and skirt and a nice top?

Depends on the rest of your outfit imo and the shade of navy. As long as something in your outfit has blue tones and your boots are bright enough, sure!

It won't work of your boots are that "is it navy or is it black" shade as they will just look mismatched iyswim

Mind you, I like a colour clash: my current work coat is a bright orange pea coat that I am wearing with a cobalt blue hand bag :)
