Grey eyebrows that refuse dye

What on earth do I do about grey, stragglers that won't hold eyebrow dye!? I used to pull odd ones out, but at this rate, I'll have none left!
Is there a solution?

I have Browzing from Benefit which is like a mascara for brows. Is that the sort of thing you mean?

I have pale blonde and grey eyebrows, I use a type of brow mascara makes a massive difference.

I used to be very happy with my eyebrows until quite recently, but they look grim now.
I was hoping for something more permanent than brow mascara tbh - for holidays, swimming etc, although will look at this as a possibility too.
