Hairspray is meant to work. Spray it on your tights.

Rub a tumble dryer sheet inside the dress and that should work.

Moisturise legs well then tights on. Small Amount of moisturiser rubbed over tights and/or inside of skirt. I do this under trousers also. Just be careful it’s not greasy (I use simple light) and/or won’t leave mark on, eg, silk skirt.
