Would this dress be suitable for a summer wedding? What would you put with it to dress it up a bit? Ideas for smart flat or flatish shoes?

Far too casual. I don't know what your budget is but ted baker does dresses in that sort of shape but much more dressy. If you must wear flat shoes maybe some gold or silver strappy sandals depending on dress colour?
