Hair to cut or not?!

My hair is at the moment just below shoulder length, it has longish layers in. It's quite thick, although in saying that it has become quite thin & scraggly looking towards the ends, most likely due to colouring & the usual heat styling. My 'fringe' is now chin length and I want to grow it out altogether. The sides of my hair are a real pain, the slowest to grow, they are shorter at the moment. I have an off centre side part.

Theres no real shape or style to my hair at the moment which isn't a huge deal, I don't 'style' it everyday anyway but I'm wondering if I should just go back to having it a 'lob' length - it had some sense of shape to it then. I quite like the look of these pics, but I'm fully aware I don't look remotely like any of these lovely ladies, in fact I'm totally opposite, I have thee roundest of faces, fullest of cheeks (a bit older!) & not so sure I'm doing myself any favours going that bit shorter.

What do I need to ask for to get the cut like this & how it looks at the ends? Would you say these styles are layered? I won't be having my sides cut or 'fringe' as they're short enough & need to grow a bit more.
