Or does highlighter go on before foundation?

Depends how much shine you want I think.
I think most people put it on after but sometimes for a more subtle look I put it on first.

If liquid highlighter you can do either (though a lot more subtle after), but if powder highlighter it goes on after.

I meant it's more subtle before foundation! Not after. If your foundation is full coverage you might not see it though.
