Black tie

I'm going to a wedding....late afternoon & eve. Dress code black tie. I have this dress. Limited budget to add colour. Suggestions please or would this be a definite no no.

If it is black tie then yes I think it's fine!

I would accessorise with either a silver clutch and scarf/pashmina (black heels) or a red clutch and red heels. Bright red lippy too...
