I got a pair of neoprene Aigles on Amazon. Super warm, fantastic sole. I hiked up a hill in them today in fact. They're called the parcour iso or something but they have a few different ones.

The price fluctuates so much you'll definitely get them for that price before long, I used camelcamelcamel to alert me when they'd gone to 90-something and I think I was only waiting two weeks or so.

Also I believe Mudboots do neoprene ones which are cheaper.

I’d been eyeing the Aigle ones.

I’ve just bought a pair of Joules wellies, 50% off too. Actually quite impressed as to how comfortable they are, I’ve just Eales the dog over 4 miles with no issues.

I also have a pair dublin country boots which are waterproof to the ankle and are a lot warmer than wellies in the winter. Over your budget and for horse riding too. But that make and Ariat are good.

I recommend joules welly socks to wear in them.

Aigles. Old hunters were good, new ones are pants.

I got those aigles ones - via amazon on Black Friday last year. They are comfortable and very warm Bit of rubbing initially on the heel but now fine.
