What can I wear under this so I don't get arrested?

I am planning on wearing this for a Halloween night out. I'm a size 18 so I need something to go under it so nobody sees my vag I look more respectable.

I'm planning on wearing black boots and a black cardi with it (unless anyone else has another idea)

I wore something similar a few years ago. Bought a pair of black footless tights from Primark (they were the shiny cycling short material ones) then hacked at them to make them look really distressed. Worked well.
