Crepey upper arms and inside elbows

Can anything be done to improve this sorry state of affairs? I know I need to tone up my arms (am planning to start swimming regularly), and had been thinking that this would help, but on reflection I realise I may be under an illusion. If the skin has lost elasticity it can't be regained by toning up the muscles underneath can it?

My arms are beginning to show their 50-something years. I’ve started doing regular exercises with a small pair of dumbbells, only 5- 10 minutes each night and swimming at least once a week. It’s definitely helping to stave off the crepeyness!

Thanks Lunaballoon, that sounds encouraging! Exactly what I wanted to hear, and sounds manageable. I'm also fifty-something, so maybe all is not lost.

Exfoliating, massaging cream twice a day and tricep dips. You only need to do 20 a day to make a huge difference.

Get dumbbells. Do chest presses, flyes and tricep raises.
You'll see a difference in days. Do the exercises every other day with the heaviest weight you can just about manage.
