You could wear any shoes with that dress as a classic black.

White shoes like the ones in the picture or silver. Definitely needs a heel. Love the dress.

The dress is navy. Has anyone seen any pewter coloured sandals as I'm not sure I'd feel comfortable with silver? I do have some blue sandals but they have a chunkier heel than the sandals posted above. Might blue work?

Blue, orange, yellow, pink, red...just about anything looks good with navy. A chunky heel would be fine too. It's a very versatile dress.
