Which hotel? I wouldn’t in The Balmoral or any of the more traditional/stuffy ones but I’ve stayed in a The Principal George St and it’s more relaxed.

Google brings up a few Trip advisor posts about people asking what the dress code is for afternoon tea and the hotel has replied with “smart casual” so I imagine you’ll be fine - probably depends more about what the others attending will think? Doubt the 90 year old will be in 5 inch heels. Grin

I think i'd aim a bit above flipflops. Decent flat sandals would be fine, and your pedicure should be immaculate to awesome! It's the respect factor.

It's a no from me, sorry. Sparkly flip flops or plain sandals would be ok but not plain fit flops.
