I'm at a corporate event on Friday, and it's smart casual dress. Can I wear dark skinnies flat shoes and sleeveless blouse with perhaps a necklace ?

I wouldn't wear jeans to a Corporate work do, no.
The weather forecast is good - don't you have a 'day dress' you could wear ? Probably be much more comfortable and also look a lot smarter.
If you aren't sure of what the dress code is in any situation, it is FAR better to be the one who is slightly 'better dressed' than the rest, than the one who has gone too casual.

I have this debate with my friend, she thinks jeans are smart casual, I don't.

Some what it depends on the cut and the fit, but it also depends on your attitude to smart v casual.

In essence can you pull it off and feel confident in your attire? If your clothing give you questions as to suitability is it the right thing to be wearing to that event?

If you are not comfortable in your attire and appearance will you come across as the confident person you are/want to project?

If you are comfortable and confident in smart jeans, then they can be smart/casual if you judge your audience correctly

What do they wear? What is the industry?

I think cropped, wide leg trousers or skinny chinos would bridge that smart/casual gap better.

Chinos are ok if they are ones in a decent fabric. Wear with a crisp shirt or a silk top. However, I also think a jump suit would work well. Jeans no.

If wear skinnies with a blouse if they were black as it's not as obvious they're jeans, but I wouldn't wear blue ones as I think they look more casual

Good call little.

I used to work in the corporate world a life time ago and hated smart casual events.

Men would always wear polo shirt and chinos while I stressed so much to find an outfit that hit just the right note.
