Water with tiny amounts of oil in?

I’m sure I read on here about a special water that had tiny droplets of water in which acted as a cleanser and a moisturiser, plus it could take off make up. People raved about it. Anyone know what I’m talking about, and if you do, is it any good?

That was the name, thank you!! Does anyone use it or have you tried it? I’m looking for something easy to use and in one go rather than cleanse, tone moisturise

I use the garnier one daily, I love it. You just wet a cotton pad with it and it takes off your make up/cleanses your face effortlessly.
