Is this dress a goer?

Dinner in smart London restaurant with a group of well heeled and a bit blingy colleagues of DH.
I'm 5' 9'' with a big tummy and well upholstered hips, decent legs.
Already own great shoes and bag.
Is it suitable or too dressy and what would I wear as a cover up?

Alternative is cigarette trousers and a nice top (up for suggestions)?

I bought that dress (I'm a 16) it was very gappy round the armpits.

Thanks for the advice. I'm going to buy it and can always send it back.
I have some nice tan block heeled sandals and a decent tan bag that aren't too dressed up.
Will try with my existing navy cropped cardi.
