My god daughter holy communion is coming up, would this dress be suitable?

Yes, I've seen it all as well. But usually worn by people who don't go to church other than weddings and funerals. Yes, of course people wear jeans - not to a special service, but on a normal Sunday, of course.

I knelt behind a woman at a funeral once in a black lace bodycon number with a back V so low you could almost see her pants.

Most asked her to leave. She didn't catch fire.

However, just because some people do that, doesn't mean the OP shouldn't be advised that's it's not really ok or very nice to use a religious event as an opportunity to show some skin.

I'm quite sure nobody will say anything if she does, but they might be privately thinking it's a bit OTT and she has asked for opinions so she is getting them.
