Recipient is a girl who's celebrating her 40th birthday. I don't know her well, but have been invited to a drinks celebration so would like to give her something to mark it. She is very well kept, always has nails & hair done and wears designer brands etc. I'd like something small but lovely, but only have a budget of around £20. Could anyone suggest something?

Joma bracelets are lovely.

It might be a bit passé but what about a tasteful picture frame and suggest you (or preferably someone else) takes a photo of the night to put in it.

from your description, I would get a classic beauty item eg a Chanel red nail polish and ask them to gift wrap it or something like this www.charlottetilbury.com/uk/make-up-bag.html

Do you know anyone else who is going so you could club together? That's what we tend to do for big birthdays.

A bar of chanel soap would be a nice gift. It's something that she might not buy herself but it's a nice treat. About £17-19 too. So a bar of green and black chocolate on the side as an extra treat!

How about a one off beauty box? You can build on here for £19 and get 9 products of your choosing. You could cancel the subscription after the first one! I got my friend the Harper's Bazaar 2017 box for Christmas from here for about 30 quid and it was gorgeous!
