Eyeliner under eyes smudging

No matter what eye pencil I use within an hour of using liner under my eyes it’s all smudged on to my face, leaving the panda look! I’ve tried setting with dark eyeshadow by doesn’t help. Can anyone recommend a brand that won’t budge??

I also use a waterproof eyeliner pencil (Chantecaille) and use the minimum possible amount. I set it with Laura Mercier Secret Brightening powder, which brightens the undereye and sets makeup applied in this area. I pat on quite a bit, leave it for a minute, then sweep away with a fluffy eye brush.

If you're willing to risk one whole pound, Pound land has an amazing liquid eyeliner that is bombproof. Nothing else stays on me.

So I bought the bourjois clubbing liner. Tried it today, it’s still came off my lower lash line but it more wore away it’s not smudged so that’s an improvement anyway. Might try setting it with powder too
