Smart casual help!

I'm late 30s and have been a sahm for a while so spend all my days in casual clothes these days and rarely buy new stuff. I can scrub up well for weddings/proper nights out etc but really struggle with smart casual.
I have a lunch event coming up where I'll see some good friends I haven't seen in years so keen to make a good impression.
I'm thinking skinny jeans and a nice top but can struggle with tops as I'm small chested. Could do a dress but lots of dresses don't work due to my chest though I have good legs. Size 10 and 5ft11.
Most of all I need help with shoes though as I only ever wear trainers or mumboots, sandals in summer. Would like some nice flats or low heels (can't walk in a significant heel- at nearly 6ft tall my mother always said I shouldn't and I stupidly never learnt how to).
Just wondering if S&B experts can advise me what to wear! Or at least point me in the direction of some (ideally online) shops.

How about skinny jeans, Breton top with a navy blazer on the top. Nude ballet flats, decent bag, nude nails, salon blow dry, simple make up?
It will look effortlessly stylish and sophisticated without looking too try hard. And all the elements can be worn again as part of your usual day look so not a waste of cash.

Thanks for the response. That's a good idea, except for the salon blow dry as have to leave early on a Sunday morning but might try to get an appt for Saturday afternoon.

I don't understand why you say you struggle with clothes because you are small chested. If you are small chested then you can wear pretty much anything and have a lot more options! The only thing that can be problematic is very low cut dresses and tops but the solution to that is to wear a vest or cami top underneath.

Not content
A lot of dresses and tops have a massive gap on my chest where my boobs clearly ought to be bigger.
