Foundation problems

Ok I’m looking for advice on 2 things really.

1. My face is a completely different colour to my neck/body so if I match my foundation to my face with any decent coverage it looks terrible but my body is ridiculously pale so I don’t know which foundation do super pale colours. I’m guessing I should match my body so what brands do super pale foundation?
2. I have horrendously dry skin. What foundations would work for my dry skin but also have good coverage? I’m willing to spend a bit of money on it but nothing ridiculous (say £0-£25) So basically I think what I’m looking for really is really pale, high coverage foundation for very dry skin.

I love Mac Face and body and my skin is SUPER dry. It's quite sheer but you can build it up for more coverage. I wear N1 which is the palest shade

Hunter I actually already have tried it although I think I had the wrong shade. The formula was good on my skin but I found it hard to build.

Nars. They do great coverage and super pale colours. There is also the Dermacal one which is all over Youtube: insane coverage and very dewy. The palest colour is 208.
