how do you get this type of wave/curl?

Going to a big themed party and I’m planning on attempting (emphasis on attempting) to have my hair like this. I have straighteners and curlers but i only ever really do your standard round curls - how do you get it like this instead?

Identical pin curls, then brushed out. Alternatively set the hair using long clips having shaped the hair into finger waves when it's damp.
