Perfume makes my chest break out - what's the problem?

I can't find a perfume that doesn't bring my upper chest out in hives. It's awful. Does anyone know what the active ingredient is that is likely causing this and is it in all perfumes?

Sensitive skin. Could you spray it on the ends of your hair? Not your scalp. I do this or onto my clothing.

Thanks Suki. Yes I could do that. I was wondering if there's a known ingredient that is likely to be causing it?

I put perfume on the outside of my wrists and on the collars of my clothes only as I get that red chesty thing. Outside of the wrists because then you can sniff yourself less obtrusively.
