I would wear burgundy, navy, grey, brown anything but black. It just looks mismatched to me.
I know lots of people do it a like it, but I can't.

I sort of feel it would be less obtrusive and "wrong" if they were narrow rather than flappy trousers, but my favourite colour of boots to wear with navy is a greyish brown.
