Scraggly hair

My hair's looking scraggly because it's due a cut, but I don't really want to have it cut at this point (I can explain, but a bit long and boring).
Is there anything I can do to make it not look so awful. It's one area in particular that looks a complete mess.

Following with interest. Short, thin, fine, messy growing out crop here and want to try a graduated bob again so need for it not to be cut, meanwhile it’s a disaster zone,
