Do you want to wear it on a night out or more casually?
Night out: black courts/sandals, black clutch, no tights (or nude), red lipstick. Possibly some statement earrings to jazz it up/make it festive.
Casually: black tights, black ankle boots, bangles (silver, or perhaps gold), stud earrings. Perhaps a cosy black cardigan.
I personally wouldn't go for a belt as it might obscure the gathering at the waist.
