Can anyone help me find a nice hat for a 20 year old?

Some kind of a decent one. And moderately fashionable. I have no clue what is fashionable fr a 20 year old. Ideally with a scarf to match. Although not too matchy-matchy. Budget about £45. Even hints as to wtf 20 year olds wear. Anything.

Debenhams have got a huge range of hats. In the bobble line they have all sorts of colour combinations, you could perhaps get a red hat with a black bobble and a black scarf (too much to hope you might find a black scarf with red bobbles!).

John Lewis have some very nice cashmere scarves in lovely colours in your price range, and a range of hats that wouldn't be too "matchy".

DD and friends all love a cashmere beanie. It's a great gift.

I will have a look at the cashmere too when I get a second. She has a few sensory issues so she might love cashmere.

Berets are very in with the young trendy sorts at the moment. Red ones especially. Accessorize, Topshop, ASOS etc etc

I did see some Baker boy hats on the Topshop website. I’ll fish with her mum and see what she thinks, I’m not sure they’re her.

I'm23 and loathe bobble hats. I think it really depends on the person is question's taste. If you are not sure then get one of those Scottish beret things (like normal berets but knitted, sometimes with a wool bobble), these are universally inoffensive.
