I would pair it with a blouse too, it would match well with the navy blue one, I also think it would go well with red.

I like the skirt but would not pair it with a shirt as it would cover the bow and may stick out funny. A shorter top would be better.

I Think the top should be plain without any collar or buttons, as the skirt is a statement on its own. Buttons on a blouse would get in the way of the outfits statement and look too busy imo. I would wear it with a plain very fine knit or a silk tshirt
