Constant outbreak of spots on forehead!

I have constant outbreak of spots on my forehead..it's really the only place I get them these days. They aren't the kind of spots that come to a head though, but they are always there in varying numbers. I cleanse, exfoliate, moisturise, keep my hair off my face. Any suggestions of a product that might help? They do seem to reduce when we go on holiday and I get some sun, but living up north there isn't much of that around.

I used to get a rash of tiny spots on my temples. I've been using The Ordinary and they're all gone now. I assume it's the salicyclic acid product but it could also be the retinoid, the niacinamide or the fact that I'm using much less moisturiser than I did pre-Ordinary.
