Honest opinion of this dress please?

I have a work do next week and was going to order this. I’m terrible when it comes to making decisions about clothes.

I’d probably wear tights and black heels, not sure about a jacket or coat?
Is it too officey for an evening event? I’m clueless

I quite like it, though it wouldn't suit me due to the high neckline. I like the stripes and the skirt shape though. I think it's very appropriate for a work drinks thing too - not exciting but quite work-y in a nice way.
