Can you make it with just the powder and some distilled water? Would that do the trick, if stored properly?

Probably not, it'll oxidise.

I tried it once but I couldn't get the powder particles to dissolve properly. Felt like I was rubbing sand into my face.

No you can't. Read this article which explains it far better than I can.

The Ordinary sell a cheap C serum that works, just get that.

Thanks! Especially for the suggestion of The Ordinary - just what I need :)
