What practical shoes with short dress?

I have just bought a high neck, empire line flare dress which has long bell sleeves and comes to mid thigh. That's very short for me!
I can't find the dress on line but it's a similar shape to this with long sleeves. It's green floral.
I was thinking of wearing it with very thick black tights or leggings but what shoes/boots?
I have stumpy and chunky legs so ankle boots are a definate no. I also walk everywhere so heels are a definate no too. It's getting a bit wet for ballet pumps now.
So what shoes can I wear?
Would brogues look odd with stumpy legs? My knees are ok in in thick tights. Would knee high riding boots look ok?

Black penny loafers? Or quite substantial pumps like Rocket Dogs?

Moonflower, mine are just black Clarkes from a few years back. Nothing special.

I will post some links of ones I wear with shortish dresses. I find a sturdier more substantial shoe works best for me if the skirt is shorter. Delicate shoes (eg clarks hamble oaks) look too dainty and just make my legs look chunkier.
