What are these? How do you use them?

Obviously they're some sort of hair accessory, but I can't figure out how to use them:

Oops, sorry - I must admit I didn't watch it! YouTube? Even if you start by searching for the terrible Remington one, YouTube will then suggest other, more useful ones.
