13yr old..no boobs...size 10/12 needs a swimsuit!

Got a very self conscious 13yr old who is desperate for some boobs to arrive to match the rest of her body!
She is tall..quite well built..not fat but not toned (belly bigger than chest). Struggling to find a swimsuit cos anything plunging looks ridiculous on flat chest.
Am thinking maybe a sporty speedo type one might be better? Its for holidays but maybe a sporty one more suitable for flat chest?
(Are there other women/girls late developers? She is year 9 next year!!)

What about one with ruffles at the top? Erm don't know if that describes it very well but My DD has just got a bikini with a ruffles on the top and it could hide the lack of chest?

I bought a zoggs one which is sporty and high necked. Some of them are garish but the cut is good.

My dd is 14 this year. She is an 8-10, 5ft 6, with a long middle, long arms and legs and tiny boobs. This swim suit looks beautiful on her. She was really reluctant to try it on when I suggested it, but she couldn't stop smiling when she showed me. It fits really well around her bottom and is not as plunging as it looks. It covers nicely but is quite grown up.

I wouldn't say 13 is a late developer by the way. Most girls I see only start to look shapely around their hips and breasts around year 10.
