Blue and white thin striped blouse with belted tie waist

Saw a lady wearing a lovely white blouse with thin blue stripes and a matching thick tie waist belt today. Really wish I'd had the courage to ask her where she got it from. Any ideas please?

I've tried it on and it gave me a great shape but unfortunately the colour washed me out.

Oh and you don't need to leave the sash waving about like it is in the pic - there was enough of it to wrap around twice.
