Skirt quest - not high waisted

I'm short and short waisted so high waisted skirts end up just below my boobs so I really do look like boobs on legs. I need a skirt, preferably a-line, that sits on my hip bones but doesn't have a chunky waist band. Skater skirts tend to sit oddly on me. I think I'm going to have to resort to making something (maybe like this) but I was hoping some of you wonder shoppers had found something I've missed.

How short are you? If under 5 4 and petite you could just wear a low rise mini skirt?

I'm 5ft 2 but I think I'm weirdly proportioned and flabby so petite ranges rarely fit right. And my legs aren't good enough for a mini

But you could wear a mini aimed at average/taller women right? I'm the same as you but 5 7 - this is pretty much how I'm able to wear skirts.

Tbh I just don't look at minis. Longer length isn't a problem, midi length is actually quite good on me, it's that pretty much everything I've seen and tried on is high waisted.

Try Cos. Their skirts aren't high waisted, are a line and you can always have their length shortened if you need to.
