Her skin is a bit dry and sensitive in places but she has quite a spotty forehead.

She has been using a cleanser that you wash off with water (can't remember which one) or Micellar water. Followed by Simple light moisturiser.

She doesn't like the wash off one, is there something else she can use instead that would suit her skin? Or is Micellar water ok for cleansing?

I would say use a cream cleanser and wipe off with a warm wet flannel, also always apply cleanser to dry skin, followed by a moisturiser. Micellar water is ok but be sure she gives her face a good going over with a wet flannel afterwards. avoid foaming and mattifying products.
