Got my IPL have question

I chose setting 3 as the instructions said for skin that can still sun burn but does tan , but when i used the app afterwards it suggested 4 or 5 ! The hair to be treated is very dark
Which is right ? Shall I do it again for this fortnightly treatment on a highrr setting

every 2 weeks until you notice that the hair is not coming back, then you can do it less often. I now do it every 6 weeks with no regrowth.

No wait 2 weeks then do it again on setting 4. Dont do it again before then .
