Recutting a jumper neckline?

I bought a bargain cashmere jumper but the neckline is a little too high on my throat. Could I have it cut and bound to a more flattering line?

I've had a dressmaking take in a cashmere mix cardi at the sides after I lost weight. I'm nor sure re neckline though. Could you take it somewhere and ask?
