Winter skin help!

First time poster hoping for some help. I have normal / dry skin for most of the year but as soon as it drops below 2 degrees it goes bad!

Mainly around nose/ chin / mouth area it goes extremely red painful and dry. Too sensitive to put on normal face cream so I'm really stuck because it gets drier so I can't wear make up.

Does anyone have any suggestions as to what it might be an how to stop it.

I use moisturiser in the morning - nothing fancy just a L'Oréal one but looking to invest in a new skin care regime soon.
