Bra intervention for a pre-teen...

27 underbust (tight) 28 loose

31 loose overbust.

What size would you start with?

28d or 28c(less common than 28d I think)?

(I'm not great at this but that sounds the same as me grumbles about being the same size as a pre teen)

I measure 28/31 and mostly wear a 30b.
