Can this bag be fixed? It is not leather and the handle is coming away from the bag.

Normally a cobbler word be able to stitch it for you

Yes, take it to local cobbler. They should be able to restitch the handle in place.

That is sew-able, I would do it with a leather needle and the appropriate thread (and possible a bit of glue as well for added strength).
