Who has tried them? Do they really block the sun?

Not tried.

You could ask the company for more info on how UV protective level was established (to make that claim in England without falling foul of trading standards there ought to be some evidence of efficacy).

That said, it looks densely woven from the picture, so I guess that it would, like all garments in such fabrics, offer some UV protection. I note it doesn't give an SPF or other exact claim of how much protection it actually offers.

It supposedly blocks 90% of UV rays.
