Tights or Leggings?

What's more acceptable - I hated the restriction of tights but not sure if leggings are smart enough for someone over the age of 19?

I quite like leggings, but tights look smarter imo. I hate it when leggings get a slightly rushed and baggy look around knees.

I like footless tights.

Regular ones upset my toes.
