Trousers for large-ish waist, slim legs?

Yesterday I tried on 21 pairs of black or grey trousers suitable for work. Not one pair fitted. If they fitted in the legs, the waist was too tight and the seat wasn't deep enough. If I could do up/pull up the waist, there was a horrible flappy baggy bit mid-thigh. I have previously managed ok with wide-legged trousers but I couldn't find any. Skinnies/treggings occasionally work but often they are too baggy on the legs if big enough on the waist, or if the smaller size, there isn't enough depth from waistband to crotch.

What other styles or shapes could I try, oh wise ones?
