bra fitting for smaller bust

i had a bra fitting at Bravissimo yesterday & came away with a stash of perfect fitting bras.
My sister now wants to get fitted properly but has a smaller bust & thnks that she is too small for Bravissimos smallest size.Where else is good for fitting a smaller bust please?

Has she measured herself?. I have small boobs but I'm a 28DD.

I thought I was a 36 aa until I was measured as 34B! Everything fits a lot better.

How do you measure yourself, Is it just around the breast and under?
