Saw one on special offer in boots so bought it - its a Philips wet/dry one. But it doesn't really seem to give me satiny smooth legs. It will kind of now the top of the hair off but stubble remains. Is there a trick to using it?

You're doing nothing wrong. Electric shavers are just shit. I would return it if possible.

I've had a few electric shavers over the last 30 years and I agree with Tralala, they're crap. I bought my last one around 5 years ago thinking that they might've/should've improved over the years but no, they haven't.
