Dress for sister's graduation

My lovely sister is graduating and the ceremony is in July.
It's at the Royal Featival Hall in Southbank which sounds a bit swanky.
Anyway I know dress code is usually smart and want to wear a nice dress.

However I am unhappy with my weight at the moment.

7 months post CS so atill have a big overhang tummy.
Am 5'3 and weight 10 stone.not sure what size...maybe a 12 in some generous stores probably a 14. 32G boobs.

Need a dress that skins tummy and fits boobs well. Knee length or below.
I like bright/Jewel colours and am Asian so have brown skin tone.

Nothing white or black. No maxi dresses. Needs sleeves of some sort.

Budget £100ish.

Any ideas? Thanks!

Thanks. I like the lace and the style. But not the bow or the colour. Red is not for me.
