Royal Ascot but huge head - headwear recommendations?

I am invited to Royal Ascot next month and I will need a hat. The thing is I have a massive head (23 1/2 in) and I don't know what to get. Would you recommend a fascinator instead, would that be okay dress code wise?

Starting to freak out and I haven't started with the dress yet...

Dress code is 10cm solid base for fascinators in the royal enclosure, IIRC. Are you starting with the hat I would or does it need to match something you have already?

What sort of budget?

I will buy a new outfit. No set budget, but don't want to spend £££ on the dress, I gained a lot of weight recently and I started to lose it.
